GOSI · General Organization for Social Insurance
GOSI is the Saudi government agency that administers the Kingdom's mandatory social insurance system, covering Saudi nationals and most GCC nationals working in the Kingdom.
What it means
GOSI - the General Organization for Social Insurance - is the body responsible for social insurance (التأمينات الاجتماعية) in Saudi Arabia. It operates under a mandatory contribution framework that covers workplace injuries, disability, and retirement-related benefits. Every employer operating in the Kingdom is required to register and remit contributions on behalf of eligible employees.\n\nIn July 2025, GOSI began the first operational phase of a new Social Insurance System, issued under Royal Decree. The new system introduced a schedule of gradual annual contribution rate increases running through 2028, alongside structural changes affecting all new workforce entrants and their employers. HR and payroll teams should note that further rate changes are scheduled; a GOSI rate adjustment was confirmed for 1 July 2026.\n\nCompliance with GOSI sits alongside Saudi Arabia's Wage Protection System (WPS) as part of the broader payroll regulatory framework. Employers must navigate both systems accurately - errors in GOSI registration or contribution calculations can trigger compliance penalties under the Kingdom's labor regulations.
Why it matters for Gulf-based readers
For expats working in Saudi Arabia, GOSI is largely a payroll line item rather than a personal retirement asset - the scheme is primarily designed for Saudi and GCC nationals, and most non-GCC expatriate employees are not enrolled in the retirement benefits component. That distinction matters when building a long-horizon retirement plan: if you are a non-GCC national working in KSA, GOSI contributions are unlikely to form part of your retirement income, and you will need to fund retirement savings through other vehicles such as your employer's end-of-service gratuity, a voluntary workplace savings scheme, or accounts held in your home country.\n\nIf you are a Saudi national or eligible GCC national, GOSI contributions do accumulate toward a state pension benefit. In that case, it is worth understanding the contribution rate trajectory through 2028 and modelling how that benefit interacts with any home-country pension entitlements and applicable tax treaties before committing to a drawdown strategy. See the official GOSI website (gosi.gov.sa) for current rates and eligibility rules.
